Justice Verma recommends:
- No death penalty even in the rarest of rare rape case
- Do not lower juvenile age from 18 to 16 years
- Raise minimum sentence from 7 to 10 years
- Form a new constitutional authority like the CAG to deal with issues
- Life imprisonment should mean ‘the entire natural life of the convict’
